RECP Project Second Stakeholder forum Presentation of the Primer on ”Resource Efficient and Cleaner Production for SMEs”

The second Stakeholder Forum in the frames of the UNIDO ‘’Resource Efficient and Cleaner Production’’ demonstration component project took place on 22 of December, 2015, in the Conference Hall of ‘’Hyatt Place’’, Yerevan, Armenia. The forum was attended by the Deputy Minister of Nature Protection of RA, Mr. Khachik Hakobyan, Deputy Minister of Agriculture of RA, Mr. Armen Harutyunyan, Deputy Minister of Urban Development, Ms. Ruzan Alaverdyan and Deputy Head of SME department of the Ministry of Economy, Ms. Gayane Gevorgyan, Head of UNIDO Operations in Armenia, Ms. Anahit Simonyan, RECP National Coordinator, Ms. Nune Harutyunyan, SME representatives involved in RECP assessment, UNIDO RECP national experts from the project first and second phases, NGOs and International organization representatives and RECC team members.                                   

The main goal of the ”Resource Efficient and Cleaner Production” project stakeholder forum was to domesticate and support in the investment of RECP expertise, methods and tools in Armenia.

Deputy Minister of Nature Protection of RA, Mr. Khachik Hakobyan welcomed the participants of the forum and noticed the importance of the forum where major topics and issues are going to be discussed.

Deputy Minister of Urban Development, Ms. Ruzanna Alaverdyan also welcomed the forum participants and added that the ministry will do all the possible things to assist in the successful successful domestication of RECP in Armenian SMEs.

Deputy Minister of Agriculture of RA, Mr. Armen Harutyunyan also welcomed the forum participants and expressed his willingness to listen to all the parties’ opinions.

Head of UNIDO operations in Armenia Ms. Anahit Simonyan thanked the participants of the forum and mentioned the importance of green economy for developing countries and, thus, the importance of domestication of RECP in Armenian SMEs which will further develop their activities with the help of RECP mentality. She also expressed her gratitude towards the presence and active cooperation among different parties, representatives of ministries, SMEs, and other institutions which makes the cooperation more effective and result oriented.

After her warm welcoming UNIDO RECP National Coordinator Ms. Nune Harutyunyan pointed the importance for the SMEs to use RECP methodologies and to create their everyday business mentality based on those methodologies. The RECP must be as accessible and understandable for SMEs as possible so that they will be able to apply it in their business operations and for this purpose the Primer on ”Resource Efficient and Cleaner Production for SMEs” has been created and domesticated for Armenia. The Primer is yet to be worked on to make it more easy-to-understand. She mentioned also that the RECP services will be furtherly set as paid services and those business companies who will have the willingness can apply it in their operations later on.

UNIDO RECP communication and outreach expert Mr. Tigran Sekoyan presented the need and the importance of the Primer for the SMEs. He mentioned particularly that for its prosperity, creation of competitive product every business company operating in the market needs investment of ecologically safe, methods, means and tools accepted by the world, and the primer for ‘’RECP for SMEs’’ will assist for this objective. He introduced the details on the Primer. He added that the Primer was well worked on to make it available and understandable for SMEs.

Business case presentations were held in diary production and RECP benefits for SMEs with a focus on improved material use and waste management practices. SMEs on current challenges were discussed: cost of the produce, use of materials, quality and organic agriculture (RosFrud).

8. It was mentioned that a law for the cooperatives has been adopted by the National Assembly of RA, according to which the development of organic economy must be stimulated. Activities were presented and SME involvement in RECP Green clubs by the RECP national facilitator Ms. Dshkhuhi Sahakyan.

9. The R2E2 Foundation Director Ms. Tamara Babayan focused on issue of illegal use of resources, particularly electricity is one of the major concerns which we need to pay attention to and to develop mechanisms to withdraw those SMEs out of the shadow. In particular she mentioned that those mechanisms must be implemented through

- cooperation with ISO5001

- changing the financial loans given to SMEs into green loans

- eco-design

Deputy Minister of Agriculture of RA, Mr. Armen Harutyunyan added that new events for the organic agriculture are going to be carried in the center of Yerevan, in Northern Avenue, which will be aimed at informing and awareness rising for organic farming. Also he mentioned that awareness rising activities are going to be held in all the regions of RA on green economy. Mechanisms need to be created for the development of green economy and organic agriculture to promote it in Armenia and have more farmers involved in organic production.

The President of ‘’Green Lane’’ Agricultural Assistance NGO, Ms. Nune Sarukhanyan added that it is planned to create a green educational center during 2016.

Deputy Minister of Nature Protection of RA, Mr. Khachik Hakobyan also added that there is a need to create a platform with the cooperation of technological companies in Armenia to think about innovative solutions to be offered to business companies for the development of more productive and effective business.

Possibilities were discussed for co-operation with banks and finding RECP solutions for SMEs to green and improve production cycles. The country expert of INOGATE, Mr. Levon Vardanyan added that flexible financial tools must be created for crediting of RECP.

The Deputy Minister of Nature Protection, Mr. Khachik Hakobyan added that there are already some steps planned to be taken according to this issue. They are already in the discussion process.
